I'm going to assume holes in the bottom of the shoes. A lot of girls I know do that.

No holes, and she's got another pair like that with the tape.
I assumed it was flair. When you get popped up, you show your school colors as you point your toes.

is it double sided tape? kind of looks like it by how dirty it is. could make the carpeted mats less slippery? I don't know.

No, not double side tape. It looked like red duct tape.
