Can you upgrade from a partially paid bid, to a fully paid bid, and if so how does it work?

I always thought that if you have an AL or PP, you can upgrade to a FP, and the partial will get transfered over to the next team in line for it from that competition. AL bids go away if you upgrade, instead of getting bumped over.

The only way to "upgrade" is to go to another competition and do well enough to get a full paid bid. You won't be in the running for an at large at that competition (obviously), but you should be in the running for a full-paid.

If you win it, I believe the partial paid bid gets handed down to the team next in line at the competition you won it at.
