So do you cut the fabric and the heat & bond separately then attach them? Or attach then cut?

I make a rough cut of what I want and then I attach the fabric to the heat & bond then depending on what I'm doing I normally attach it to the ribbon then take a router cutter to cut off the extra that hangs off the ribbon. If you are adding embellishments to only parts then I make my final cuts before attaching it to the ribbon.
