All-Star Level 2 Tumbling Question

Sorry for the dumbest question on earth but... Why is a round off triple back hand spring (and so on) legal if you can't do a standing double back hand spring in level 2?

Because USASF said so.

Really no clue. I guess it's like asking why in level 5, you can do a round off double full but not a standing double full. Safety reasons I would assume.
