Should level 5 and level 6 have different tumbling rules?

Sometimes, in level 5 or 6, there are athletes with a round off handspring fulls competing against athletes with whip doubles. Where do you put the athlete that has a full but doesn't have variation passes. They don't really belong on level 4 but they wouldn't really be able to compete against athletes with more tumbling. Should level 5 be single fulls and toe tucks and then level 6 be double fulls and toe fulls?

That’s what level 5 and 6 difference is now for tumbling......

Are you talking about level 6 and 7?
 
That's what it already is. Are you talking about 6 and 7? I know that level 7 is very stunt heavy, so tumbling is not counted as much, as level 7 teams are open, and normally international.
 
Is that a new rule?
level 5 , formally R5 never had doubles in tumbling, the last year rule change, along with the name change, was no standing tumbling to fulls, only layouts....maybe you are thinking of the "old" level 5, which is now 6.
