All-Star Usasf Document Outlining Bid Counts?

I remember seeing awhile ago a document that outlined how the bids for each event were determined. Like regionally, only one event for EP, and most importantly I'm trying to look up the counts - how many teams equal one bid for example.

Anyone know where I can find that? I'm struggling with Google.
